Read before you fly: You may have seen headlines like "From 1 July 2026, all travelers to Vietnam must file a health declaration." The reality is more nuanced — and on 30 June 2026 the Ministry of Health clarified it. This article explains what actually applies, so you don't panic and don't get steered to unofficial sites.

What Decree 165/2026 actually is

The government issued Decree 165/2026/NĐ-CP (15 May 2026), effective 1 July 2026, together with a new Law on Disease Prevention. The decree sets up a health-quarantine framework at border gates — the legal basis for requiring health declarations and health monitoring when needed.

The key point: the decree creates the framework, while whether a declaration is actually required is decided by the Minister of Health according to the disease situation at any given time.

The important clarification of 30 June 2026

Earlier reports (in May 2026) said the health declaration would be mandatory for all travelers within 7 days before crossing the border. On 30 June 2026, the Ministry of Health clarified:

• The health declaration is not routinely mandatory for people entering, exiting or transiting.
• Airports continue routine health screening (such as thermal scanners). Anyone showing abnormal signs may be referred for further assessment.
• A health declaration is only activated when the Ministry of Health announces measures for a specific infectious disease — and the Ministry decides which travelers and for how long.

In short: as of early July 2026, the health declaration is not a default mandatory step for ordinary travelers.

So do I need to file one now?

Based on current guidance: no, there's no routine health declaration for ordinary travelers. Just keep an eye on the Ministry of Health's official channel close to your travel date, in case a new measure is announced.

If it's activated, how does it work?

When the Ministry activates a declaration for a disease, the expected process is:

• Window: complete it within 7 days before entry, exit or transit.
• Format: electronic or a paper form using the standard template (Appendix V of Decree 165), bilingual Vietnamese–English.
• Who: applies to everyone when active — including visa-exempt travelers, transit passengers and Vietnamese citizens.
• May also require: proof of vaccination or other preventive measures, depending on the situation.
• Detailed screening (if abnormal signs) is capped at a maximum of 2 hours per person.

Watch out for misinformation

• The Ministry of Health confirmed it does not use tokhaiyte.vn for the new process; an official electronic system is being built and will be announced when needed.
• Don't file on some random website "just in case." Only declare when the Ministry activates it, through the official channel/system.

Don't confuse it with the immigration QR card

Many travelers mix the two up because the names sound similar. They are completely different:

• The digital arrival card (pre-arrival QR) — run by the Immigration Department (Ministry of Public Security) at prearrival.immigration.gov.vn; filed within 72 hours before arrival; for immigration. It's already in use at several airports, including Cam Ranh (Nha Trang).
• The health declaration — under the Ministry of Health per Decree 165; only when activated; a 7-day window; for health quarantine.

If you're flying into Cam Ranh, remember: the immigration QR card is a step currently in effect; the health declaration is a standby step, only done when announced.

What to do right now

1. No routine health declaration needed — there's no default requirement for ordinary travelers.
2. Monitor the Ministry of Health's official channel and reputable news close to your flight.
3. Still complete the immigration QR card (if flying into an airport where it applies, like Cam Ranh) within 72 hours before arrival.
